Dock: can't switch between apps to use drag-and-drop

Bug Description
1. Select some text.
2. Click and drag (but don't drop!) it onto a dock icon of an open application.
This should let you switch to the open application, so you can drop the text into it. This is probably a regression (I know it's worked in various versions of Windows and KDE, but I've not been a heavy GNOME user).
<uncharitable snark>The Unity interface is supposed to be very well suited for laptop screens (while currently not being quite as well suited to desktops, and skipping the original netbooks). Anyway, it's certainly been tweaked to support maximized apps efficiently. It seems strange if it's dropping support for drag-and-drop between maximized windows using the mouse.
