telegram shows uu:34 as message receiver / set time iso 12:34

Bug Description

Open the telegram app on the phone, tested with Meizu MX4 set to Dutch language
Either check the message time in the threads view
Open a thread and check the message time

Observed result:
The telegram app (com.ubuntu.telegram) version shows uu:34 as the sent or received time

Expected result:
The telegram app shows 12:34 as the sent or received time

It looks like something goes wrong with localisation, because uu seems like Dutch for hh, but then the application can no longer fill in the hour timestamp..
