AMD Kabini APU won't revert to xorg driver after using fglrx

Bug Description

System running on AMD's "AM1" platform, Kabini, Athlon 5350.

On a fresh install the APU's graphics are recognized and the system configures itself to use the open source graphics driver, as expected.

However, if the fglrx driver is installed then removed, the system reverts to using soft rendering with llvmpipe instead of the driver in xserver-xorg-video-ati.

Steps to reproduce:
1) Install Ubuntu
2) go to system details / software & updates / additional drivers and select fglrx or fglrx-updates
3) reboot
4) go to system details / software & updates / additional drivers and select the open source driver
5) reboot
6) system is now using llvmpipe instead of radeon open source (despite thinking it is using radeon open source under "additional drivers")

Not sure how to get it to reactivate the radeon open source driver.
