Bug Description

the window is far too big for a netbook size (1024x600) and it doesn't fit correctly. To be able to view the far bottom options, I need to move it with alt+click. window should also be able to be maximized/scrolled.

As stated in the question answer we don't plan to make it resizable, but rather go with System Settings like approach and have different windows size for different panes.
Regarding your case I wonder if we can't have a scrollbar in the window (maximising won't help you, there will always be a pane that's bigger than your resolution)?
If we can't have that I am out of ideas.
If anyone has other ideas how to fix that please share them here. =)

bad frasing from my part, the only thing I could save with maximizing the window is about 24px and more width isn't needed on this application.
The scrollbar solution, however would be a perfect solution.

Well, maximising won't help in this case, all that will do is create white space on the right.
