[xmir] aggressive display blank and key/mouse activity doesn't unblank

Bug Description
testing xmir (desktop) on the recent update to mir040 i noticed that the screen blank was a bit aggressive & key/mouse activity wouldn't unblank. However, if i simply did a quick vt switch from VT1 back to VT7 my screen would unblank on the unity session. Also, if i quickly struck the power button, the screen would unblank.
Note, the behavior isn't consistently aggressive.
It dawned on me that recently the screen blank policy had been reworked to be migrated from powerd to unity-system-

Yeah with the new inactivity and power key policy in unity system compositor, the default screen off timeout will be 60s. Once its turned off, motion events don't turn it back on (this is a policy intended for mobile phone/tablet use).
I think for now we should disable this policy for the desktop case.
