installed apps order is unclear

The ordering of the Install apps isn't clear, it's not alphabetical, and it doesn't appear to be entirely based on usage (Friends is #5, and I rarely use it), nor does it appear to be static.

Ideally, I think, the order should be based on how many times an app has been launcher, with some reasonable timeframe or tapering off, so that the first couple of rows are most likely to have the app I want to launch. This should ignore apps in the Launcher, though, as they are already easily accessible to me.
