Opening apps just after installation doesn't give proper focus when some other app is backgrounded

Bug Description
Hi,
1. run some app and put it in the background by returning to home screen (e.g. gallery-app or whatever, doens't matter)
2. install some click from appstore
3. click "Open" to run the newly installed app
=> the background app shows up instead of the app that one is trying to open.
This works fine when there is no background app.
This might or might not be an unity8 bug, please reassign as adequate.
