Notifications are not removed when the sender quits

Bug Description
When an application quits (or crashes) without removing a pending notification, the notification will stay on screen. This is probably okay for non-snap decisions, as there's no way to interact with those. However, snap decisions would stay on screen (possibly forever, since they're allowed to set a custom timeout), but a user cannot interact with them.
This will not be an issue if we decide to move away from org.freedesktop
