if notification-service crashes, the pending snap decisions don't get closed() signal

If the "Unlock SIM" action fails on the notification/snap-decision side, the entry is deactivated until the indicator service is restarted.

It should reset as soon as the notification system rejects / closes the snap decision.

Talking with Saviq on IRC:

<Saviq> tedg, my use case was that I had the new network indicator, but old unity8
 tedg, so didn't get the pinpad
 tedg, restarted unity8
 tedg, so the notification was gone, but indicator-network was still greyed out

So it's not just a standard close, it's a reject or a crash on the notification service. Lowering the priority of the bug.
