Bug Description
Device: tablets, manta/flo
Steps to repro
1. open browser
2. open dialer
3. using sidestage handle, slide dialer off screen
4. lock screen
5. unlock
Expected result
Browser app only app on screen
Actual result
Dialer app returned. Side stage apps re-appear after unlock
