unity-place-applications shows uninstalled applications, even if user doesn't have admin rights

Bug Description
Binary package hint: unity-place-
When I create a non-admin user, and use the "Magnifying glass with a + in it" search, a bar of "Applications to install" shows up. This could be confusing for the user, as they can't install packages (lacking admin rights).
