Previews for scopes should use a screenshot of web page

Bug Description
In the previews for both server and local scopes in the App Lens, it would be good to add a screenshot of the web site which each scope is interfacing with. For example, a screenshot like the one attached to this bug could be used to illustrate the preview for the Wikipedia scope.

The previews for remote scopes already take the screenshot from the RemoteScopesModel table.
The attached branch queries the software center for screenshots linked to the package containing a local scope, which should let us manage the screenshots in the same way as application ones. This relies on the app-install data packages covering scope files.
