[regression] Using a menu accelerator opens the menu local to the app and not on the Panel

Opening an app and using a menu accelerator opens the menu local to the app window and not on the Unity Panel.

Steps to reproduce:

1. Open gedit
2. Press Alt+F to open the file menu.

Expected result:
The menu should open at the Panel.

Actual result:
A menu window opens local to the application window.

This is causing the unity.tests.test_panel.PanelKeyNavigationTests.test_panel_menu_accelerators_work AP test to fail.
