Bug Description
The current fix for bug #834487 adds a new keyboard layout indicator in unity greeter, and allows to pick any keyboard layout available on the system. This creates a very long menu, and most of the layouts will be irrelevant for the user.
@felix-lawrence suggested that the menu will contain only the union of all the other users' keyboard layouts.
