Regular Chromium forgets what tabs I had open if I don't close all webapps first

Bug Description
If I have both isolated webapp windows and a regular browser window open, I need to be careful about what order I close them. If I close the webapps windows first, and then the regular browser window, Chromium remembers what tabs I had open when I next open it. However, if I close the regular browser window first and then the webapp windows, it forgets what browser tabs I had open and instead remembers the last webapp I closed.
