Filemanager launches behind current active window

Bug Description
Not sure if this bug is unity-2d launcher, metacity or nautilus bug. Please feel free to move as appropriate.
When I click the folder icon in launcher, I expect the filemanager window to open on top of windows stack. Instead, it opens below current window and the icon "wiggles" indicating the window has opened out of view. Clicking it again brings the window in front.
Steps:
1. Have no window open.
2. Open a terminal or xchat.
3. Click folder icon to open filemanager window.
4. It opens below the terminal or xchat window and folder icon in launcher wiggles.
Running 12.04, updated to yesterday's state, but I have seen this happen before. So may not be related to latest updates.
