You now hold on to the window which was placed on monitor 2.
Very confusing when you have four monitors with four maximized windows. All four top panels act only on the window that has focus when it comes to moving a full screen window. |

1. Have 3 or 4 monitors running xinerama and unity2d
2. Maximize windows on monitor 2
3. Grab the menubar on monitor 3 with the mouse as to move a maximized window
-> You should not hold on and move the window that was placed on monitor 2
-> Nothing should happen

[Regression Potential]
Since the code modifies the panel, the only regression potentials can be related to panel clicking. So potentially clicking the panel can stop working.
