[launcher] Favorites were removed after switching to another user

Steps to repro:

1) Add few more applications to launcher.
2) logout and login as a different (new) user.
3) logout and login as the user (1)

Expected:
All applications added at (1) should stay the same at (3)

Actual:
Only few applications were left, i assume they are the common applications between the two users, and rest of them are removed from the launcher.
