No second menu bar with dual monitor setup

Bug Description

With Unity 2D configured in a dual monitor setup, I only get a global menu bar on one of the screens. This means that any programs that open maximized on the screen without a menu bar provide no window chrome, there's no resize/close button and no handle to grab the window to move it. Oddly, there is an actual menu there in some applications (thunderbird, xchat) but there's no window chrome. With Firefox there's neither window bar nor chrome, the tab bar is the topmost rendered element of the application. What debugging information would be helpful in diagnosing this further?

Ah, this is with unity-2d 4.12.0-0ubuntu1 on oneiric, dist-upgrade current as of right now.

I believe this bug to be the same as bug:735937

Check the alignment of the top of your displays in the Displays applet. I won't mark as duplicate until you can check this and see.

Yep, aligning the tops of the displays in the display preferences fixes this. Apologies for the duplicate, does bug:735937 also address whether the adjacent corners of the displays should be mapped to each other?

In other words, in my mind, if I were to move the pointer off my external display near the top corner, it should appear on my laptop display near the top corner, likewise with the bottom. As it is, you can only move between screens on the adjacent edge for an area equal to the height of the smaller display, this seems unintuitive to me.
