[panel] 'View' menu in Eclipse flickers uncontrollably when navigating with mouse

Bug Description
Open the "View" menu in Eclipse with the mouse. Once you move the cursor down to navigate through it, the menu begins to flicker uncontrollably, and is almost impossible to use.

Upon opening the "View" menu in Eclipse, "unity-2d-panel" outputs:
unity-2d-panel: [WARNING] [31mvoid DBusMenuImporte rPrivate: :slotItemsPrope rtiesUpdated( const DBusMenuItemList&, const DBusMenuItemKey sList&) [0m: No action for id 47
When this occurs the menubar looses focus, and you are stuck inside the View dropdown menu.
This unexpected loss of focus is causing the flickering.
