[launcher] Quicklists are not updated while visible

Bug Description
There are several cases in which it is desirable for quicklists to dynamically update their entries while visible:
- If a favorite application is running and only has one window, if pressing Alt+F4 to close the window while the quicklist for this application is open, the static entries in the quicklist ("Keep in Launcher", "Quit") should be updated/removed accordingly.

Steps
1) When application tile is clicked
2) While the application is still launching
3) Yet application is not launched completely
Right click on the same application tile.
It displays "Remove from launcher" action and no 'Quit' action.
The same menu is displayed at (3), i.e when application is launched completely.
In fact, above bug can be still reproduced, when the launcher context menu is open and the same application is launched from other ways. Say from 'Terminal'.
I don't know if it is a valid use case though.
