[dash] super key toggling to be disabled by default

Bug Description

Many people have issues with the super key toggling the dash on and off because it conflicts with other applications (e.g. GNOME Do, Compiz, etc.)

Let's deactivate it by default with a GConf key to activate it.

the bug you referenced is related to compiz and don't think it will help us with metacity and maverick. we should disable by default I think as you orginally suggested regardless of the upstream fix.

We have the same issue in our code as Unity 3D does: other applications do not seem to receive the super key, our dash eats it. I believe we could fix the issue by:
- making sure the dash is shown _only_ if the super key has been pressed and released without any other key having been pressed
- not eating the key event and let other applications receive it
