Bug Description
[Test Case]
How to reproduce:
* Have a two monitor setup in which the second monitor becomes screen 0 when plugged
* Start unity-2d-shell with only one monitor plugged
* Start a program
* Plug in the second monitor (which will become screen 0)
* See how the launcher in the second monitor shows as if the program we started and is still on the first monitor was also in that screen
[Regression Potential]
No regression potential, just added existing behavior to a different case.
