(Windows) UI language set to current Date/Time Format instead of OS Display Language

Bug Description

In the Windows build, UNetbootin chooses its default display language (without command line parameter override) to match the currently set Windows Date/Time Format:
http://windows.microsoft.com/is-is/windows/change-dates-times-currency-measurements-display

This causes UNetbootin to display in the Date/Time Format language instead of the OS Display Language:
http://windows.microsoft.com/en-us/windows7/install-or-change-a-display-language

Example:
Windows 7 with English (US) Display Language and Croatian Date/Time Format causes UNetbootin to run with Croatian UI Language.
