Move empty states and unnecessary components into a QML Loader

Bug Description

In the main map, we have actionButtonRow which is only shown when the page header is not visible. Components like these should be moved into a QML Loader to dynamically load it only when it is required.

Hi Nekhelesh :)
uNav is remembering the last fullscreen status, then, those buttons could
appear in the app launch.
I'm not sure if a change to that actionButtonRow could be affected then.
This is just for remember this point :)

Hi all,

best would be to modify the header itself, meaning putting transparent, removing title, divider changing slot number
to enable fullscreen.
Than, we could get rid of all those additional Buttons.

Marcos did suggest doing that, however we realized there is an issue with that. If the header is transparent, it will not allow clicks to register on the map underneath it. So the user might be puzzled why that happens.
