Bug Description

I was using applications/system tools/users and groups. I was attempting to add an unprivileged account for guests, when I found this was impossible because I couldn't unlock it. I would get the error, "Could Not Authenticate: An Unexpected Error has occurred" then it would crash. I opened it in lxterminal with the command "users-admin" and it mentioned something about I think it was gnome.policykit.

I "sudo apt-cache search gnome policykit"

it gave me a program called "policykit-gnome"

I installed policykit-gnome "sudo apt-get install policykit-gnome"

the problem is now solved. I can unlock the user and groups program
