Restart button on panel after updates does not work

Bug Description
After installing updates that require a restart, a restart button appears on the panel. Clicking on it brings up the usual window from Ubuntu explaining why a restart is required, with two buttons offering restart now, or later. Choosing Restart Now does nothing.
Choosing Logout, and then Restart from the Application menu works fine.
