I can confirm this issue. Does it work to access the users panel within the main system settings program? This works for me.

As for a cause, it looks like the dev didn't finish the transition to GTK3, and left it in the middle.

" gnome-control-center user-accounts" seem to be working. But it can not be used to change group membership. In addition to that, i am not able to remove users using "gnome-control-panel user-accounts". This may be different bug.
