UFW rule for Transmission only allows 51413/tcp while 51413/udp is used for DHT

Bug Description

The UFW rule for Transmission only allows port 51413/TCP while according to https://trac.transmissionbt.com/ticket/2265 the same port is also used with UDP for DHT which is required for trackerless torrents can also boosts the performance for torrents with trackers.

This is fixed in the new 0.36 release.
