Bug Description

UFW doesn't follow Filesystem Hierarchy Standard http://www.pathname.com/fhs/
At the very least, settings are saved to /lib/ufw/user.rules and /lib/ufw/user6.rules, which should have been /etc/ufw/user.rules and /etc/ufw/user6.rules
All system-wide settings should be saved under ${prefix}/etc. In system-wide installation ${prefix} = ''.
Also, I suggest moving ufw-init and ufw-init-functions into /usr/lib/ufw

Why is this important? At the very least for backup reasons: admins routinely back up /etc, /var/spool/cron, some application-specific things, whereas /lib is meant for critical libraries, needed at system boot (system should be bootable without whole /usr, /opt and /var partitions).

Please, move ufw's settings into /etc/ufw.
