Bug Description
I was playing with using the lxd image converted to squashfs as a root filesystem to be booted on a real system (not in lxc or lxd).
I grabbed a kernel and initramfs from maas ephemeral images, and boot mostly worked.
However, cloud-initramfs

It does this by creating a tmpfs mount over /lib/modules and moving the initramfs /lib/modules to there.
However, to do that it needs the /lib/modules mount point to exist in the read-only (at that point) root filesystem.
So, long story short, I'm asking for creation of an empty /lib/modules directory in the lxd/lxc images.
