spurious collisions when empty dirs are left in the branch with dpkg-source v1

Bug Description

dpkg-source v1 won't create empty dirs, as dirs are just implied by the unified diff that it uses.

That means that if the branch contains an empty dir not in the upstream tarball a
collision will be generated as the branch doesn't match the unpacked source.

This should likely be ignored.
