Spurious(?) collision when empty debian/patches/series dropped

was caused because the oneiric branch (which was the tip when the importer ran) contains an empty
debian/patches/series

When you build a source package out of this the tools drop the empty file, the containing dir,
and any .pc dir that is present.

When testing for a collision these are not present in the re-imported branch, and so the importer
reports a collision.

We should either round-trip this correctly, ignore the change when testing for collisions, or
make the point moot by not dealing with debian/patches and .pc in the versioned content.
