Bug Description
bzr builder needs the full build depends to run 'clean' at the moment. It would be great to split out 'packages needed to run clean' from this so that machines doing 'bzr builder --ppa' don't need a huge list of unused packages when making the source package. This will make chroot based source package builds faster as installing e.g. all of gnome-dev won't be needed.

Is this actually a bug on UDD? This feels like it's asking for the Debian source package format to have more granularity in its Build-Depends fields.
