no easy (obvious) way to request a restart of a package-import (after transient failure)

Bug Description

In investigating some package import failures, some of them appear to be transient. (eg http://package-import.ubuntu.com/failures/compiz which just shows a Launchpad timeout failure.)
There doesn't appear to be a straightforward method (aside from talking to James Westby) to request that this import be retried.

This involves authentication and accepting user input and the like, which while
reasonably easy to implement, also requires assessing the suitability for deployment.

The group of people has now expanded, so it's got a higher raptor-factor.
