Bug Description

To reproduce:
 bzr branch lp:ubuntu/trusty/libxcb

I get the following error:
bzr: ERROR: Revision {<email address hidden>} not present in "Graph(StackedParentsProvider(bzrlib.repository._LazyListJoin(([CachingParentsProvider(None)], []))))"

I expect the branch to be checked out on my system.

I've reproduced this on trusty and utopic, according to http://package-import.ubuntu.com/status/libxcb.html it's been failing since 2013-10-22 due to bzrlib.errors.BzrCheckError: Internal check failed: Cannot add revision(s) to repository: missing referenced chk root keys: [StaticTuple('sha1:a485f7ffac37726aa010c853f0d3467a27a660cb',)]
