It waste my traffic and make enforce to ubuntu official mirror.

I use local mirror in my local network. Also official Russian mirror- mirror.yandex.ru available for fast and 'local' traffic.

Ubuntu Customization Kit will ask me about my mirror and temporary modify sources.list in unpacked system, so following customization from console (apt-get install something) do from my mirror too.

If you are using GUI, you can change apt sources manually using package manager.

If you are using scripts, you can automate replacing the sources file
and restoring it after download.

So you can do it already.
