Bug Description
If I want to test the NFSS API or some of the scripts used to automate common requests, I would have to either use the staging server, deploy the full service including the postgresql database, or use a fake.
None of these options is ideal for testing this simple service. The service should provide an easy way to deploy a local server that's quick and uses an in-memory database.
