Bug Description
We may need to ensure that NTP is installed an active on all units. If the time does skew between instances that interact with launchpad, we can run into:
Timestamp too old compared to most recent request
This happens when multiple instances share the same oauth token and make requests with timestamps that have an older timestamp then a prior request. This problem was seen on the s-jenkins build nodes when the time drifted by more than a few minutes. Installing NTP was enough to keep the clocks close enough to avoid this problem.
This was observed once in a deployment.
