webui: Make auto-refresh the only option with a sensible refresh interval

Bug Description
I'm not sure what the motivation was for making the auto-refresh configurable. Perhaps it was to allow tuning it until we found a sensible default? Either way, I don't think this is a detail worth occupying the user's attention with. Can we just make auto-refresh a given and set the interval to every 10 seconds, hiding the options to change it?
