Contacts web UI doesn't sort names properly for non-US locales

Bug Description
Swedish letters "Å" and "Ö" are incorrectly placed after "A" and "O" respectively. I expect them to show up after "Z" ("Z, Å, Ä, Ö"). Alternatively they could be categorized under the english letters as variants of "A" and "O" respectively.
Right now they are treated as unique letters but are misplaced after "A" and "O", which doesn't make sense from an English or a Swedish perspective.
