public files links sometimes redirect strangely

Bug Description
Yesterday, and for a brief time this morning, public file links were not working. They were giving a strange redirect rather than just failing, too.
When I tried again to capture the failure with livehttpheaders, it started working, so I don't have much more info. The result i got in my browser was: https:/

I believe this is because the trailing / is required and nothing should follow the trailing slash otherwise redirect is performed to "one.ubuntu.com, files.one.
