overquota notification missing from web ui

the web ui needs to tell the user when they're over their quota and guide them on how to resolve (probably link to the website for upgrade and/or direct to remove data from syncing).

Those wire frames are for the desktop, so I'll use them loosely.
I also feel that throwing an upgrade form when a user goes over quote is a *terrible* idea (both desktop and web). This is not a good way to deal with it, as I'm sure in many (most?) cases people will want to delete files instead of start paying.
This makes us look very pushy and dodgy.

We may want a property set that the web UI could use to disable features
of the website until they have resolved the issue. I would not do this
though unless we had a friendly way notify the user why they are disabled.
