one.ubuntu.com haproxy maintenance page is sent as text/plain

Bug Description

We carefully created a maintenance page to be shown when the app servers are offline for maintenance. during the maintenance today, haproxy dutifully send out this errorfile, but apparently it was sent as text/plain instead of text/html, so the page showed as a bunch of raw html both in chrome and firefox, rather than a polished maintenance page.

very interesting, offline.httpresponse definitely has headers of text/html set:

I think mbarnett just fixed this a couple of minutes ago. We tested it on edge, assigning to mbarnett to close out if the update has been made to all the needed haproxies.
