digicert hyperlink does not work

Bug Description
On the "Select Payment" page, there is a digicert SSL logo.
If you hover your mouse over this icon, it appears to be a hyper link. But if you click, nothing happens.
I suspect that it is trying to open a pop-up box, which probably is not allowed.
