Bug Description
Several tests of our projects are creating mock webservers to do a full test of the webclient when communicating with the web. ALL of the CURRENT implementations do not clean the resource correctly leaving the reactor dirty on Windows.
It makes sense to put a correct implementation in this project so that it is reused.
