Qt control panel shouldn't underline tab title on hover

Bug Description
When the cursor hovers over the tabs in the Qt control panel, the titles are underlined. This is very inconsistent with the rest of the default Ubuntu desktop where tabs are never underlined.

It also shouldn't hilight the tabs. The current design makes it feel like a web page. If the design is to remain with the web-page feel, then it should change the mouse cursor to the url link pointy finger when hovering over the tabs as well.
I think it should drop the hilight and underline though, and ideally look like the notebook tabs that appear in the rest of the system as well (on all supported systems).
