Bug Description
Right now, the client will not be notified when there is a change on the user's account.
We can implement this by sending a notification from API servers to the connected clients using the ACCOUNT_INFO protocol message. All the client and protocol bits seems to be in place, we just need to add the server side. To do so:

(06:51:34 PM) jdo: nessita, then we need to add a handler in ubuntuone.
(06:51:48 PM) jdo: nessita, then it will be easy to wire it into the DAL
(06:55:42 PM) jdo: nessita, shouldn't be hard to do the server side
