control panel needs a way to re-raise SSO app while login is in progress

Because sign up is slow and in a separate panel, when I switch screens, the login page disappears under the main screen (which is inactive while the other panel is open) and is hard to find back. We really need to have them in the same panel. Lacking that, we should make sure the Sign in / up panel stays on top of the other one.

My interpretation, barring the ideal solution of SSO being integrated into CP, is that CP should know when SSO is being shown, and if CP is hidden then re-shown, CP should catch that and re-raise SSO to make sure the user isn't lost.
