Proxy tunnel is trying to use QtDbus on Windows

Bug Description
The proxy tunnel is trying to import the Qt mainloop for DBus, and this will always fail.
This means that the tunnel process always fails, and SD ends up not using proxies every time.
We need to add a check and only do it on linux.
